Transit

The term “transit” refers to moving goods that have not cleared customs (i.e. that owe duties and taxes) from one customs office to another within and outside the European Union. It is a significant process for all enterprises that engage in international trade and it allows for the smooth cross-border flow of goods.

External and internal transit are among the most common transit procedures. External transit (T1) refers to the movement of non-Union goods or goods which are considered to have lost their Union status, while internal transit (T2) refers to the movement of Union goods.

Application of customs transit

The customs transit procedure is used for moving goods:

  • between two points within a customs territory, though another customs territory
  • between two or more different customs territories

The International Road Transport Convention (TIR) is an internationally recognised customs transit system that enables goods to move to a large number of countries with minimal customs formalities and reduced security risks.

The TIR Carnet is a document used as a customs declaration and as a guarantee in countries which are contracting parties to the TIR Convention. It allows for the transport of uncleared (taxable) goods through many countries without payment of duties and taxes until they reach the destination country.
